How much of an impact do you believe culture has on agile adoption?

I recently read Paul Culling’s blog post, Open Space Doesn’t Work in China, about his experience participating in the Shanghai, China Scrum Gathering.
In the blog post, Paul describes how the Chinese event organizers were reluctant to have an open space event. “That may work in other places but it won’t work here.” Ultimately, they tried the open space event and could not believe the value they got out of it. This led me to wonder, how much of an impact does culture really have on agile adoption? |
